President of India inaugurates ‘World Conference on Environment’
The President of India, Shri Pranab Mukherjee inaugurated the ‘World Conference on Environment’ organized by the National Green Tribunal in New Delhi today (March 25, 2017).
- Speaking on the occasion, the President welcomed the fact that conservation has now become inclusive and participatory.
- This shift has strengthened over a period of time due to sensitization of people in general and firm political will on part of governments all across.
- He quoted Mahatma Gandhi and said “Earth provides enough to satisfy every man’s need but not every man’s greed”.
- The President said recent studies and systematic reviews indicate that environmental factors are responsible for an estimated 24% of the global burden of disease in terms of healthy life years lost and 23 % of all deaths.
- Children are the worst sufferers of the adverse impact of environmental diseases. 24% of all deaths under the age of 15 are due to diarrhoea, malaria and respiratory diseases – all of which are environment related.
- 19% of the deaths caused by Cancer worldwide are attributed to carcinogens that unmindful industrialization produces.
Thaawarchand Gehlot inaugurates ‘National Conference on Down Syndrome’
Thaawarchand Gehlot, Minister for Social Justice and Empowerment inaugurated a “National Conference on Down Syndrome” in the presence of Ministers of State for SJ&E Shri Krishan Pal Gurjar and Shri Vijay Sampla here today.
- Shri N.S. Kang, Secretary, DEPwD, M/o SJ&E, Dr. K. K. Pandey, Chairperson, National Trust, Shri Mukesh Jain, JS&CEO, National Trust, Senior Central and State Governments officials, Representatives from Civil societies and parents of Persons with Down Syndrome were present on the occasion.
- The Conference was organized by The National Trust for the welfare of persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities under M/o SJ&E in collaboration with Muskaan, a registered organisation of the National Trust.
- Down Syndrome is a chromosomal condition associated with intellectual and learning disabilities. Delayed development and behavioural problems are often reported in children with Down Syndrome.
- Persons with Down Syndrome have 47 chromosomes as compared to 46 in majority of people.
- This one Extra chromosome causes its own impact and slows down learning process. It impacts neurological functioning causing impairment of intellectual functions e.g. analytical thinking, complex abstractions and judgement etc.
- Good schooling, loving family, learning and work opportunities make them grow up to be responsible, loving and cheerful persons. Their emotions and needs are like any other person of the same age.
- Accepting and respecting family/community is a big support to their growth and development.
Shri Singh launch Coffee Table Book titled “50 Years – The Great Indian Milk Revolution”
The Union Minister of Agriculture and Farmers Welfare, Shri Radha Mohan Singh said that the growth in dairy production is the result of dairy cooperative societies’ hard work.
- Shri Singh said it at the launch of Coffee Table Book titled “50 Years – The Great Indian Milk Revolution” commemorating National Dairy Development Board’s (NDDB) Golden Jubilee year.
- Shri Radha Mohan Singh also said that since 1998, the poor and marginal milk producers have worked hard to make the country world's top milk producer.
- The success was not achieved overnight; it’s the result of milk producers’ constant efforts, support of committed professionals, and the vision and expertise of NDDB.
- Shri Singh also said that NDDB's sustained efforts through Operation Flood and the present National Dairy plan helped the country’s dairy sector in maintaining a steady growth.
- There has been a marked increase in the contribution of livestock to agricultural GDP and livestock’s in the dairy sector.
- In terms of value, milk is the largest agricultural commodity in India.
Cabinet approves proposal for Amendments to the NABARD Act, 1981
Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the following proposals:
- Amendments to National Bank for Agriculture and Rural Development Act, 1981 as proposed in the draft Bill with such changes of drafting and of consequential nature, as may be considered necessary by Legislative Department.
- The Amendments, include provisions that enable Central Government to increase the authorized capital of NABARD from Rs. 5,000 crore to Rs. 30,000 crore and to increase it beyond Rs. 30,000 crore in consultation with RBI, as deemed necessary from time to time.
- Transfer of 0.4 per cent. equity of RBI in NABARD amounting to Rs. 20 crores to the Government of India.
- The proposed amendments in NABARD Act, include, certain other amendments including changes in long title and certain Sections to bring Medium Enterprises and Handlooms in NABARD’s mandate.
Cabinet approves amendment to 'The Right of Children to Free and Compulsory Education Act, 2009'
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the amendment to Right of Children to Free and Compulsory Education (RTE) Act, 2009.
- This will ensure that all teachers, in position as on 31st March, 2015, acquire the minimum qualifications prescribed by the academic authority to extend the period for such training for four years up to 31st March, 2019.
- This will enable the in-service untrained elementary teachers to complete their training and ensure that all teachers at the elementary level in the country have a certain minimum standard of qualifications.
- This would also ensure that all Teachers would attain minimum qualifications as considered necessary to maintain the standard of teaching quality.
- This would ultimately result in improvement in overall quality of teachers, teaching processes and consequently learning outcomes of children.
- This will reinforce the Government's emphasis on improvement of quality of elementary education.
Cabinet approves hike in MSP for Copra for 2017 season
The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has given its approval for the Minimum Support Price (MSP) for Fair Average Quality (FAQ) of "Milling Copra" to Rs.6500/- per quintal for 2017 season from Rs.5950/-per quintal in 2016.
- The MSP for FAQ of "Ball Copra" has been increased to Rs.6785/- per quintal for 2017 season from Rs. 6240/- per quintal in 2016.
- The MSP of Copra is expected to ensure appropriate minimum prices to the farmers and step up investment in Coconut cultivation and thereby production and productivity in the country.
- The approval is based on recommendations of Commission for Agricultural Costs and Prices (CACP).
- CACP, which is an expert body, takes into account the cost of production, trends in the domestic and international prices of edible oils, overall demand and supply of copra and coconut oil, cost of processing of copra into coconut oil and the likely impact of the recommended MSPs on consumers, while recommending the MSPs.
Ministry of Power issued more than 38 lakhs Energy Savings Certificates to Industries
Ministry of Power has issued/entitled to purchase Energy Savings Certificates (ESCerts) to Designated Consumers (DCs) of Perform, Achieve and Trade (PAT) Cycle I on 16th February 2017 on verification of their performance with regard to energy savings, based on the recommendations of Bureau of Energy Efficiency (BEE).
- The first cycle of PAT has been completed in March 2015.
- The DCs have contributed to the success of PAT cycle I and this cycle has witnessed an energy saving of 8.67 million tonne of oil equivalent (Mtoe) against the targeted energy saving of 6.886 Mtoe which is about 30% more than the target.
- This cycle also contributed in emission reduction of 31 million tonnes of CO2 and avoided generation of about 5,635 MW resulting in monetary savings of Rs. 37,685 crore.It has also contributed in investment of Rs. 24,517 crore for energy efficient technologies by DCs under PAT.
- PAT is a multi-cycle scheme aimed to cover most of the energy intensive sectors of the economy.
- In this regard currently in the PAT cycle II, 621 DCs from 11 sectors have been included in the scheme.

उन्होंनेयह बात आर्ज कृ यर्ष मंत्रालय मेंएनडीडीबी की स्िणचर्जयंती कॉफी टेबल बुक शीर्षचक ‘’50 इयसच– द ग्रेट इंयडयन यमल्क ररिोल्यूशन’’ केयिमोर्न केअिसर पर कही। ● कृ यर्ष मंत्री नेकहा कक छोटेओैर सीमांत दूध उत्पादकों नेयमलकर 1998 सेदेश को यिश्व का सबसे बड़ा दूध उत्पादक बनानेमेंयोगदान कदया है। ● सभी सफलताएं रातोंरात नहीं प्राप्त हुईं हैं, बयल्क यह ग्रामीण क्षेत्रों मेंदूध उत्पादकों केलगातार श्रम, प्रयतबि पेशेिरों द्वारा प्राप्त सहायता तथा राष्ट्रीय डेरी यिकास बोडच(एनडीडीबी) की दूर दृयि तथा यिशेर्षज्ञता केपररणामस्िरूप हायसल हुई हैं। ● कृ यर्ष मंत्री इस मौकेपर बताया कक आपरेशन फ्लड तथा ितचमान राष्ट्रीय डेरी योर्जना केमाध्यम से एनडीडीबी केयनरंतर प्रयासों के पररणामस्िरूप, भारतीय डेरी क्षेत्र नेयनरंतर यिकास बनाए रखनेमेंसफलता प्राप्त की है। ● कृ यर्ष र्जीडीपी मेंपशुधन का योगदान तथा डेरी उद्योग मेंपशुधन की यहस्सेदारी मेंयपछलेकई िर्षों सेयनरंतर िृयि हुई है। मूल्य की दृयि से, दूध भारत का सबसेबड़ा कृ यर्ष उत्पाद है। ● श्री ससह नेकहा कक भारत का दूध उत्पादन 155 करोड़ टन केस्तर को पार कर र्ुका है। इसके पररणामस्िरूप भारत मेंप्रयत व्ययि दूध की उपलब्लधता में337 ग्राम/कदन की िृयि हुई है। यपछले 10 िर्षों मेंदूध उत्पादन मेंप्रयत िर्षचलगभग 4.5% की तुलना मेंयपछले2 िर्षों मेंदूध उत्पादन में िार्षर्षक लगभग 6.5% की िृयि हुई हैर्जो कक यिश्व दूध उत्पादन िृयि की तुलना मेंलगभग दुगुनी िृयि है। ● देशभर की लगभग 1.7 लाख डेरी सहकाररताएं लगभग 1.58 करोड़ दूध उत्पादकों की सेिा में कायचरत हैं, यर्जनमेंसेएक यतहाई मयहलाएं हैं। यह उन्हेंबार्जार की पहुंर् उपलब्लध कराकर तथा इनपुट सेिाएं प्रदान करकेउनकी आर्जीयिका सुदृढ़ बना रही हैं।
कैबिनेट ने नाबार्ड अधिनियम, 1981 में संशोधन के लिए प्रस्ताव को मंजूरी दी
प्रधानमंत्री श्री नरेंद्र मोदी की अध्यक्षता में कें द्रीय मंयत्रमंडल ने यनम्नयलयखत प्रस्तािों को अनुमयत प्रदान कर दी है ● कृ यर्ष एिं ग्रामीण यिकास केयलए राष्ट्रीय बैंक अयधयनयम, 1981 के मसौदेमेंबदलाि प्रस्तायित ककया गया है। ● अयधयनयम मेंबदलाि को यियध यिभाग नेआिश्यक माना है। ● इस संशोधन मेंिह यबन्दुभी शायमल हैयर्जसकेहोनेकेबाद कें द्र सरकार नाबाडचकी अयधकृ त पूंर्जी में 5,000 करोड़ रुपयेको बढ़ाकर 30,000 करोड़ रुपयेकर सके गी। ● नाबाडचकी पूंर्जी मेंयह 30,000 करोड़ रुपयेसेअयधक की िृयि आिश्यकता अनुसार RBI के परामशचसेहोगी। ● नाबाडचमेंररर्जिचबैंक की इकिटी र्ार प्रयतशत हैर्जो भारत सरकार केयलए 20 करोड़ रुपयेहोगी। ● नाबाडचअयधयनयम मेंर्जो संशोधन प्रस्तायित हैंउनमेंनाबाडचकेतहत मध्यम उद्यमों और हथकरघा उद्योग को लाना है। ● साथ ही कु छ अनुभागों मेंपररितचन सयहत कु छ अन्य संशोधन लंयबत हैं। ● प्रायधकृ त पूंर्जी मेंप्रस्तायित िृयि सेनाबाडच अपनी प्रयतबिताओं को पूरा करनेमेंसक्षम होगा खासकर लंबेअियध केससर्ाई फं ड और कॉपरेरटि बैंक सेकर्जचलेनेसंबंधी हाल ही मेंकै यबनेट द्वारा यलए गए फै सलेकेमुतायबक काम करनेमेंनाबाडचसक्षम होगा। ● यह नाबाडचको अपनेकारोबार और अपनी गयतयियधयों को बढ़ानेकेयलए सक्षम बनाएगा यर्जससे एकीकृ त ग्रामीण यिकास को बढ़ािा यमलेगा और रोर्जगार सृर्जन सयहत ग्रामीण क्षेत्रों मेंसमृयि बढ़ेगी।
केंद्रीय मंत्रिमंडल ने भारत और अमेरिका के बीच साइबर सुरक्षा क्षेत्र में सहयोग को लेकर हुए समझौता ज्ञापन को मंजूरी दी
प्रधानमंत्री श्री नरेंद्र मोदी की अध्यक्षता मेंकें द्रीय मंयत्रमंडल ने भारत और अमेररका के बीर् साइबर सुरक्षा क्षेत्र मेंसहयोग को लेकर हुए समझौता ज्ञापन सेअिगत कराया। ● यह समझौता साइबर सुरक्षा के क्षेत्र मेंमदद के यलए इलेक्ट्रॉयनक्स और सूर्ना प्रौद्योयगकी मंत्रालय केतहत भारतीय कं प्यूटर इमरर्जेंसी ररस्पांस टीम (सीईआरटी-एलएन) और अमेररकी होमलैंड यसक्योररटी यडपाटचमेंट केबीर् हुआ है। ● नई कदल्ली मेंसमझौता ज्ञापन पर 11 र्जनिरी 2017 को हस्ताक्षर ककए गए थे। ● समझौता ज्ञापन संबंयधत कानूनों, यनयमों और यियनयमों केअनुसार साइबर सुरक्षा सेसंबंयधत सूर्नाओं केकरीबी सहयोग एिंयियनमय का इरादा रखता है। ● साथ ही समानता, पुनगचठन और पारस्पररक लाभ केआधार पर यह समझौता ककया गया है।
कैबिनेट ने ‘नि:शुल्क और अनिवार्य बाल शिक्षा अधिकार अधिनियम, 2009’ में संशोधन को मंजूरी दी
प्रधानमंत्री श्री नरेंद्र मोदी की अध्यक्षता मेंकें द्रीय मंयत्रमंडल ने यन:शुल्क और अयनिायच बाल यशक्षा अयधकार(आईटीई) अयधयनयम, 2009 मेंसंशोधन को मंर्जूरी प्रदान कर दी है। ● यह संशोधन सुयनयित करेगा कक सभी यशक्षकों को 31 मार्च, 2015 की यस्थयत में31 मार्च, 2019 यानी र्ार साल तक इस तरह केप्रयशक्षण केयलए अियध बढ़ानेकेयलए अकादयमक प्रायधकारी द्वारा यनधाचररत न्यूनतम योग्यता प्राप्त करें। ● इससेसेिा मेंबरकरार प्राथयमक यशक्षक अपनेप्रयशक्षण को पूरा करनेमेंसक्षम होंगेऔर इससेयह भी सुयनयित होगा कक देश केप्राथयमक स्तर केसभी यशक्षकों मेंयोग्यता का एक यनयित न्यूनतम मानक यनधाचररत हो। ● इससेयह भी सुयनयित होगा कक सभी यशक्षक न्यूनतम योग्यता रखेंर्जो कक यशक्षण की गुणित्ता के मानक को बनाए रखनेकेयलए र्जरूरी मानी र्जाती है। ● इससेआयखरकर यशक्षकों की समग्र गुणित्ता और यशक्षण प्रकक्रयाओं मेंसुधार होगा। ● इससेपररणामस्िरूप बच्चों केसीखनेकेमामलों मेंसुधार होगा। ● इस संशोधन केबाद सेसरकार का भी प्राथयमक यशक्षा की गुणित्ता मेंसुधार पर र्जोर बढ़ेगा।
कैबिनेट ने 2017 के सीजन के लिए कोपरा का न्यूनतम समर्थन मूल्य (एमएसपी) बढ़ाने को मंजूरी दी
प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता मेंआर्षथक मामलों की कें द्रीय सयमयत ने‘यमसलग कोपरा’ की उयर्त औसत गुणित्ता (एफएक्यू) के यलए िर्षच2017 का न्यूनतम समथचन मूल्य (एमएसपी) 6,500 रुपये प्रयत क्विटल करनेको मंर्जूरी देदी है। ● िर्षच2016 मेंयह 5950 रुपयेप्रयत क्विटल था। ‘बाल कोपरा’ के एफएक्यूकेयलए एमएसपी बढ़ाकर 2017 केसीर्जन केयलए 6,785 रुपयेप्रयत क्विटल कर कदया गया है। ● िर्षच2016 मेंयह 6,240 रुपयेप्रयत क्विटल था। ● कोपरा की एमएसपी सेककसानों को न्यूनतम कीमत सुयनयित होने, नाररयल की खेती मेंयनिेश बढ़नेऔर देश मेंइसका उत्पादन तथा उत्पादकता बढ़नेकी उम्मीद है। ● यह मंर्जूरी कृ यर्ष लागत एिंमूल्य आयोग (सीएसीपी) की यसफाररशों पर दी गई है। ● सीएसीपी एक यिशेर्षज्ञ संस्था है, र्जो उत्पादन की लागत, खाद्य तेलों की घरेलूएिं अंतरराष्ट्रीय कीमतों केरुझान, कोपरा एिं नाररयल तेल की कु ल मांग तथा आपूर्षत, नाररयल तेल मेंकोपरा के प्रसंस्करण की लागत और एमएसपी की यसफाररश करतेसमय एमएसपी की यसफाररशों का ग्राहकों पर पड़नेिालेअसर का ध्यान रखती है। ● राष्ट्रीय कृ यर्ष सहकारी यिपणन संघ इंयडया यलयमटेड (नेफे ड) और भारतीय राष्ट्रीय उपभोिा सहकारी संघ यलयमटेड (एनसीसीएफ) नाररयल उत्पादक राज्यों मेंन्यूनतम समथचन मूल्यों के यलए मूल्य समथचन ऑपरेशन की खायतर कें द्रीय नोडल एर्जेंसी केतौर पर काम करतेरहेंगे।

यिद्युत मंत्रालय नेऊर्जाचदक्षता ब्यूरो (बीईई) की यसफाररशों के आधार पर ऊर्जाचबर्त केसंबंध मेंप्रदशचन का सत्यापन हो र्जाने पर 16 फरिरी, 2017 को यनर्ष्पादन, प्रायप्त एिं कारोबार (पीएटी) केर्क्र I ● नायमत उपभोक्ताओं (डीसी) को ऊर्जाच बर्त प्रमाण पत्र (एस्सटच) र्जारी ककए/खरीदनेकेअयधकार कदए हैं। पीएटी का प्रथम र्क्र मार्च, 2015 मेंपूरा हुआ है। ● डीसी नेपैट केर्क्र I की सफलता मेंअहम योगदान कदया हैऔर इस र्क्र में8.67 यमयलयन टन तेल समतुल्य (एमटीओई) की ऊर्जाचबर्त हुई है, र्जबकक 6.886 एमटीओई ऊर्जाचबर्त का लक्ष्य था। ● अत: यह लक्ष्य सेलगभग 30 फीसदी र्ज्यादा है। इस र्क्र नेउत्सर्जचन में31 यमयलयन टन काबचन डाई ऑक्साइड (सीओ2) की कमी का भी योगदान कदया हैऔर लगभग 5635 मेगािाट केसृर्जन को टाला है, यर्जससे37,685 करोड़ रुपयेकी मौकद्रक बर्त हुई है।इसनेपीएटी केतहत डीसी द्वारा ऊर्जाचदक्षता तकनीकों मेंककयेगये24,517 करोड़ रुपयेकेयनिेश मेंभी योगदान कदया है। ● पीएटी एक बहु-र्क्र िाली योर्जना है, यर्जसका लक्ष्य अथचि्यिस्था केर्ज्यादातर ऊर्जाचगहन क्षेत्रों (सेक्टर) को किर करना है। ● इस संबंध मेंकफलहाल पीएटी केर्क्र II में11 क्षेत्रों के621 नायमत उपभोक्ताओं को योर्जना में शायमल ककया गया है।
