Pranab Mukherjee to Address Public Sector Day & Presents Scope Awards to CPSEs
President Shri Pranab Mukherjee will grace the occasion of Public Sector Day and present the prestigious SCOPE Awards to Central Public Sector Enterprises (CPSEs) on Tuesday next i.e. 11th April 2017 at Vigyan Bhawan, New Delhi.
● Shri Anant G. Geete, Union Minister of Heavy Industries & Public Enterprises, Shri Babul Supriyo, Minister of State for Heavy Industries & Public Enterprises shall also grace the occasion in the august presence of Smt. Seema Bahuguna, IAS, Secretary, DPE, Shri Ved Prakash , Chairman, SCOPE & CMD, MMTC, Shri R.K. Bahuguna, Vice Chairman, SCOPE & CMD, RailTel Corporation, Dr. U.D. Deadline for account holders to give PAN till Jun 30
The Tax Department has given banks three more months till June 30 to obtain permanent account number (PAN) or Form—60 from all account holders as it looks to tighten the noose around evaders.
● Though the deadline for getting the PAN or Form 60 (if PAN is not available) by banks ended on February 28, the tax department on April 5 notified the extension of the time till June 30.
● In the notification, the Income Tax Department said that in Income—Tax Rules 114B, in the fourth proviso, “for the figures, letters and words ‘28th day of February’ the figures, letters and words ‘30th day of June’ shall be substituted.”
● Rule 114B lists various transactions for which quoting PAN is mandatory.
● The tax department had in January asked banks, post offices and cooperative banks to document PAN or declaration of Form 60 received from account holders and maintain all records for transactions under Rule 114B of I—T Act.
President of India to release India rankings 2017 report on April 10
● The President of India, Shri Pranab Mukherjee will release the India Rankings 2017 report on April 10, 2017 at a function to be held at Rashtrapati Bhavan.
● He will also present awards to top-ranked institutions i.e. top 10 in overall category and toppers in the streamwise categories -Engineering, Management, Universities, Colleges and Pharmacy.
● India Rankings under the National Institutional Ranking Framework (NIRF) were introduced in 2016 to rank Indian Universities.
● The Ministry of Human Resources and Development had launched the Ranking System on September 29, 2015.
● The first Rankings were announced on April 6, 2016.
● The Second Rankings (India Rankings 2017) have been announced on April 3, 2017.
Govt allows transgenders to use public toilets
While the Donald Trump administration in the US recently rescinded Obama-era guidelines that allowed transgender students unrestricted access to bathrooms matching their gender identity, the Indian government has moved to allow the members of the community to use toilets of their choice.
● In a significant move, the Ministry of Sanitation on Monday (April 3) issued guidelines to the Swachh Bharat Mission (Gramin) stating that members of the third-gender community be allowed to use public toilet of their choice (men or woman), according to a report in Scroll.in.
● Under the heading of ‘Inclusivity,’ the statement said that a “conscious effort” should be made to ensure that members of the community are “recognised as equal citizens and users of toilets”.
● The guidelines on gender issues in sanitation also stated that there were examples from across India where those belonging to the third gender have played a significant role in taking the “message of Swachhata” to other households in their community.

SN Subrahmanyan chosen as new CEO of L&T
Engineering and construction major Larsen & Toubro (L&T) on Friday announced that SN Subrahmanyan will be its new CEO and MD with effect from July 1.
● AM Naik, who has been serving as Chairman since 2003, will become the non-executive Chairman for three years from October 1.
● Subrahmanyan, who joined L&T in 1984, is currently the Deputy Managing Director and President of the company.
● He has a degree in civil engineering and is a post-graduate in business management.
● In a brief telephonic conversation with BusinessLine, Subrahmanyan said succession planning in L&T has been a well-thought process.
● The company will move along lines that have already been planned, he said.

India and ADB Sign $175 Million Loan Agreement to help improve Solar Transmission System
The Government of India and the Asian Development Bank (ADB) signed a $175 million loan agreement to support construction of high voltage transmission systems to evacuate power generated from new mega solar parks to the interstate grid, and improve reliability of the national grid system here yesterday.
● The loan will be given to the Power Grid Corporation of India Limited (POWERGRID) and will include subprojects in various locations in India.
● As an innovative feature, the project is designed to adopt the country systems on both safeguards and procurement at the agency level.
● This will be the ADB’s first breakthrough of the country system’s application to a specific project.
● Mr. Raj Kumar, Joint Secretary (Multilateral Institutions), Department of Economic Affairs, Ministry of Finance signed the agreement on behalf of the Government of India while Mr. Kenichi Yokoyama, Country Director of ADB’s India Resident Mission signed for ADB.

Thai king signs pro-military Constitution
In an elaborate ceremony, Thailand's king has signed the country's military-backed constitution.
● The document paves the way for Thailand to hold elections in the coming months, but critics say it only solidifies the power of the military.
● Voters approved the constitution by a wide margin last August, two years after the Thai military seized power in a coup, as The Two-Way has reported.
● The junta has argued that this constitution was badly needed to restore stability.
● The new constitution "constrains further elected governments with an appointed senate, and commits governments to follow the military's 20-year development plan," according to the BBC.
● But this is actually a slightly different document than the one Thailand voted on.
● It contains six changes made at the request of new King Vajiralongkorn Bodindradebayavarangkun, who acceded after the death of his father in October.
Those changes expand the power of the monarchy. For example, according to the Bangkok Post, the king may leave the country without appointing another regent. Also, it removes a requirement for the king to call a meeting with the heads of top courts and the Senate in the event of a constitutional crisis.

World Health Day observed by WHO
World Health Day is being observed on 7 April 2017 with theme 'Depression: Let's Talk. On this occasion, the World Health Organization (WHO) is leading a one-year global campaign on depression which is the leading cause of ill-health and disability worldwide.
● The goal of the campaign is that more people with depression, everywhere in the world, both seek and get help.
● Depression is the leading cause of ill-health and disability worldwide.
● As per a report of WHO, more than 300 million people are now living with depression, which is an increase of more than 18 per cent between 2005 and 2015.
● At worst, depression can lead to suicide, now the second leading cause of death among 15-29-year olds.
● The World Health Day is being celebrated annually on 7th of April to mark the anniversary of the founding of the World Health Organization.
● The day also provides with a unique opportunity to mobilise action around a specific health topic of concern to people all over the world.

खाताधारकों से अब पैन 30 जून तक ले सकेंगे बैंक
कर विभाग ने बैंकों को अपने सभी खाताधारकों से पैन (नंबर) या फार्म-60 लेने के लिए तीन महीने का समय और दिया है।
● बैंक अब 30 जून तक अपने ग्राहकों से उनके पैन या फार्म 60 ले सकते हैं।
● विभाग ने इसके लिए 28 फरवरी की समय सीमा तय की थी।
● लेकिन कर विभाग ने पांच अप्रैल को एक अधिसूचना में इस समय सीमा को 30 जून तक बढ़ाने की घोषणा की।
● अधिसूचना के तहत आयकर नियम 114 बी में 28 फरवरी की जगह 30 जून किया गया है।
● कर विभाग ने जनवरी में बैंकों, डाकघरों व सहकारी बैंकों से कहा था कि वे अपने सभी खाताधारकों से पैन या फार्म 60 लें।
● पिछले साल 8 नवंबर, 2016 को प्रधानमंत्री नरेंद्र मोदी ने नोटबंदी का फैसला किया था जिसके बाद केंद्रीय प्रत्यक्ष कर बोर्ड ने एक नोटिफिकेशन जारी करते हुए बचत खाता धारकों से 28 फरवरी, 2017 तक पैन या फिर फॉर्म 60 जमा करने के लिए कहा था।
● नोटिफिकेशन में कहा गया था कि अगर अभी तक बैंक में पैन नहीं दिया है तो तय समय सीमा में इसे जमा करें।
● पर अब नए अधिसूचना के मुताबिक पैन कार्ड धारक 30 जून, 2017 तक अपना बचत खाते से पैन को जोड़ने के लिए इसे बैंक में जमा कर दें।
राष्ट्रपति 10 अप्रैल को भारतीय रैंकिंग 2017 की रिपोर्ट जारी करेंगे
भारत के राष्ट्रपति श्री प्रणब मुखर्जी 10 अप्रैल, 2017 को राष्ट्रपति भवन में आयोजित होने वाले एक कार्यक्रम में भारतीय रैंकिंग 2017 की रिपोर्ट जारी करेंगे।
● वह रैंकिंग में शीर्ष स्थान प्राप्त करने वाले संस्थानों (संपूर्ण श्रेणी के शीर्ष 10 संस्थान और इंजानियरिंग, मैनेजमेंट, यूनिवर्सिटी, कॉलेज और फार्मेसी श्रेणी के शीर्ष संस्थानों) को पुरस्कृत करेंगे।
● भारतीय विश्वविद्यालयों को रैंकिंग देने के लिए ‘राष्ट्रीय संस्थागत रैंकिंग फ्रेमवर्क’ (एनआईआरएफ) के तहत भारतीय रैंकिंग 2016 में जारी की गई थी।
● मानव संसाधन विकास मंत्रालय ने रैंकिंग सिस्टम का शुभारंभ 29 सितंबर, 2015 को किया था।
● एनआईआरएफ ने विश्वविद्यालयों, इंजीनियरिंग, फार्मेसी और प्रबंधन संस्थाओं के लिए 6 अप्रैल, 2016 को पहली भारतीय रैंकिंग प्रस्तुत की थी. इस वर्ष की रैंकिंग (भारतीय रैंकिंग 2017) आगामी 3 अप्रैल, 2017 को घोषित की गई।
ट्रांसजेंडर अपनी मर्जी से सार्वजनिक शौचालय इस्तेमाल करे
ट्रांसजेंडर की बेहतरी के लिए कदम उठाते हुए केंद्र सरकार ने सभी राज्यों को सलाह दी है कि सार्वजनिक शौचालय में महिलाओं और पुरुष के लिए बने शौचालय का इस्तेमाल उन लोगों को समान रूप से करने दिया जाए जो कि तीसरे जेंडर की श्रेणी में आते हैं।
● केंद्र सरकार ने कहा कि इन लोगों को सार्वजनिक शौचालयों का इस्तेमाल करने में काफी दिक्कते आती हैं।
● इसके लिए जरूरी है कि इन लोगों को महिलाओं और पुरुष दोनों शौचालयों का इस्तेमाल करने दिया जाए। ट्रांसजेंडर की इच्छा होनी चाहिए कि इन्हें महिलाओं के लिए बने शौचालय का इस्तेमाल करना है या पुरुषों के बने शौचालय का।
● राजस्थान की ट्रांसजेंडर सोशल एक्टिविस्ट पुष्पा गिदवानी का कहना है कि केन्द्र सरकार सर्कुलर अच्छा है, लेकिन अभी भी सार्वजनिक शौचालयों में किन्नर समुदाय को भेदभाव का शिकार होना पढ़ता है।

सुब्रमण्यन बने एलएंडटी के नए सीईओ
इंजीनियरिंग क्षेत्र की देश की अग्रणी कंपनी लार्सन एंड टुब्रो (एलएंडटी) के नए सीईओ और मैनेजिंग डायरेक्ट के नाम का एलान हो गया है।
● शुक्रवार को कंपनी की बोर्ड मीटिंग में इस पद के लिए एस.एन सुब्रमण्यन के नाम की घोषणा की गई। सुब्रमण्यन 1 जुलाई से पदभार संभालेंगे।
● इससे पहले ए एम नाइक कंपनी के सीईओ और एमडी थे लेकिन वह इस साल 30 सितंबर को रिटायर हो रहे हैं।
● हालांकि कंपनी ने अगले तीन साल तक के लिए नाइक को नॉन एग्ज्क्यूटिव चेयरमैन की जिम्मेदारी सौंपी है। उनका कार्यकाल 1 अक्टूबर से प्रभावी होगा।
● 55 साल के एस.एन सुब्रमण्यन एलएंडटी में लंबे समय से सक्रिय हैं। वह फिलहाल एलएंडटी में डिप्टी मैनेजिंग डायरेक्टर हैं।
● उन्होंने कंपनी में 1984 में बतौर प्रोजेक्ट प्लानिंग इंजीनियर शुरुआत की थी। वहीं नाइक पिछले 17 साल से सीईओ और एमडी पद पर थे।
● उन्होंने 1999 में पदभार संभाला। वहीं 2003 में उन्हें चेयरमैन पद की भी जिम्मेदारी मिल गई। नाइक ने पिछले साल अपनी संपत्ति का 75 फीसदी चैरिटी देने का एलान किया था।
● नाइक ने दो चैरिटेबल ट्रस्ट भी बनाए हैं। इनके नाम नाइक चैरिटेबल ट्रस्ट फॉर एजुकेशन ऐंड स्किल ट्रेनिंग और द निराली मेमोरियल मेडिकल ट्रस्ट हैं।
भारत और एडीबी ने सोलर ट्रांसमिशन सिस्टम में सुधार के लिए 175 मिलियन अमेरिकी डॉलर के ऋण समझौते पर हस्ताक्षर किए
भारत सरकार और एशियाई विकास बैंक (एडीबी) ने यहां कल अंतर्राज्यीय ग्रिड के लिए नए मेगा सोलर पार्कों द्वारा उत्पादित विद्युत को निकालने को लेकर उच्च वोलटेज ट्रांसमिशन प्रणाली के निर्माण को प्रोत्साहन देने और राष्ट्रीय ग्रिड प्रणाली की विश्वसनीयता में सुधार के लिए 175 मिलियन अमेरिकी डॉलर के ऋण समझौते पर हस्ताक्षर किए है।
● ऋण पावर ग्रिड कॉर्पोरेशन ऑफ इंडिया लिमिटेड (पावरग्रिड) को दिया जाएगा और इसमें देश के विभिन्न स्थानों की उप-परियोजनाओं को सम्मिलित किया जाएगा। देश की किसी विशिष्ट परियोजना को लेकर एडीबी की यह पहली सफलता होगी।
● वित्त मंत्रालय में आर्थिक मामलों के विभाग में संयुक्त सचिव (बहुपक्षीय संस्थान) श्री राज कुमार ने भारत सरकार की ओर से समझौते पर हस्ताक्षर किए जबकि एशियाई विकास बैंक की ओर से एडीबी इंडिया रेजिडेंट मिशन के निदेशक श्री केनिची योकोयामा ने हस्ताक्षर किए।
● इस अवसर पर संयुक्त सचिव श्री राज कुमार ने कहा कि मेगा सोलर पावर प्रोजेक्ट के लिए अंतर्राज्यीय ट्रांसमिशन प्रणाली के निर्माण को प्रोत्साहन देकर अधिशेष विद्युत वाले राज्यों से अधिशेष सौर ऊर्जा को विद्युत घाटे वाले राज्यों को भेजा जा सकेगा।
● ऋण समझौते पर हस्ताक्षर करने के बाद भारत में एडीबी के निदेशक श्री केनिची योकोयामा ने कहा कि इस परियोजना से भारत सरकारी के लक्ष्यों की ओर बढ़ते हुए भारत में सौर ऊर्जा के विस्तार को प्रोत्साहन मिलेगा।
● साथ ही इससे स्वच्छ ऊर्जा की भागीदारी भी बढ़ेगी। उन्होंने कहा कि पावरग्रिड के सुरक्षा और खरीद प्रणाली को अपनाने से इसके परिचालन में लचीलापन आएगा और स्वायत्तता में सुधार होगा।
● साथ ही इससे परियोजना के पूरे होने व लागू होने में लगने वाला समय कम होगा।
थाईलैंड में सैन्य समर्थित संविधान को मिली स्वीकृति
थाईलैंड की जनता ने सैन्य समर्थित नए संविधान को आज स्वीकृति प्रदान कर दी जिससे अगले साल चुनाव का रास्ता साफ हो गया और यह भविष्य की निर्वाचित सरकारों को लेकर अंतिम फैसला करने की ताकत देता है।
● थाई मतदाताओं ने दो साल पहले सरकार को सेना द्वारा अपदस्थ किए जाने के बाद पहली बार मतदान किया है। थाईलैंड के निर्वाचन आयोग ने कहा कि 91 फीसदी मतों की गिनती हो चुकी है और 61 फीसदी लोगों ने सैन्य समर्थित संविधान के पक्ष में मतदान किया है।
● नए संविधान से अगले साल चुनाव का रास्ता साफ हो सकता है।
● सेना ने कहा कि नए संविधान से राजनीतिक भ्रष्टाचार पर अंकुश लगेगा और स्थिरता आएगी, हालांकि आलोचकों ने कहा कि यह संविधान सरकार पर सेना का नियंत्रण बढ़ाने वाला है।
● बैंकॉक में एक मतदान केंद्र पर मतदान करने के बाद प्रधानमंत्री प्रयुत चान ओचा ने जनता से कहा, मतदान के लिए बाहर निकलिए क्योंकि आज का दिन देश के भविष्य के लिए महत्वपूर्ण है।
● उन्होंने कहा, यह आपका कर्तव्य है और अंतरराष्ट्रीय स्तर पर स्वीकार्य प्रक्रिया एवं लोकतंत्र का हिस्सा है।
● हां के पक्ष में मतदान के बाद नए संविधान का मसौदा स्थायी संविधान का रूप ले लेगा। सेना ने साल 2014 में तख्तापलट के बाद सत्ता पर कब्जा कर लिया था और देश में स्वच्छ राजनीति सुनिश्चित करने के लिए संविधान को फिर से लिखे जाने का आह्वान किया था।
विश्व स्वास्थ्य दिवस मनाया गया
विश्व स्वास्थ्य संगठन द्वारा प्रत्येक वर्ष दुनिया भर के लोगों को जागरुक करने के लिए 7 अप्रैल को विश्व स्वास्थ्य दिवस मनाया जाता है।
● इसके जरिए वैश्विक समुदाय को संदेश दिया जाता है कि वह अपने नागरिकों को शारीरिक व मानसिक रूप से स्वस्थ रखे। एक स्वस्थ व समृद्ध राष्ट्र के निर्माण के लिए उसके नागरिकों का शारीरिक और मानसिक रूप से स्वस्थ होना आवश्यक है।
● स्वस्थ शरीर में ही स्वस्थ मस्तिष्क का निवास होता है। लेकिन चिंता की बात यह है कि चिकित्सकीय क्षेत्र में नित-नए आविष्कार और अनुसंधानों के बाद भी आज दुनिया की बड़ी आबादी शारीरिक व मानसिक रूप से गंभीर बीमारियों की चपेट में है।
● अभी चंद रोज पहले ही विश्व स्वास्थ्य संगठन की ताजा रिपोर्ट में कहा गया कि विश्व भर में 30 करोड़ से अधिक लोग अवसाद के शिकार हैं।
● चीन और भारत अवसाद से बुरी तरह प्रभावित देशों में शीर्ष पर हैं। भारत में मनोरोगियों की तादाद 5.7 करोड़ है।
● विश्व भर में 347 मिलियन लोग डायबिटीज के रोगी हैं। विश्व स्वास्थ्य संगठन द्वारा प्रत्येक वर्ष दुनिया भर के लोगों को जागरुक करने के लिए 7 अप्रैल को विश्व स्वास्थ्य दिवस मनाया जाता है।
