Lok Sabha passes Triple Talaq
• The Lok Sabha on Thursday passed The Muslim Women (Protection of Rights on Marriage) Bill, 2018, after a heated debate.
• The Bill to make the practice of triple talaq among Muslims a penal offence was introduced in the Lok Sabha on December 17 to replace an ordinance issued in September.
• Under the proposed law, giving instant triple talaq will be illegal and void, and will attract a jail term of three years for the husband. The fresh bill is proposed to supersede an earlier bill passed in the Lok Sabha and pending in the Rajya Sabha
Centre extends deadline to update NRC
• The Centre has given an extension of six months to complete the ongoing exercise for updating the National Register of Citizens (NRC) in Assam by June 30.
• In a notification, the Registrar General of India Sailesh said the decision was taken as the exercise to enumerate citizens in the NRC, a list of Assam’s residents, could not be completed within the specified date of December 31, 2018.
• On December 6, 2013, the government issued the first notification setting a deadline of three years for completion of the entire NRC process. Since then, five extensions have been given by the government.
• The draft NRC was published on July 30 and included the names of 2.9 crore people of the total 3.29 crore applicants.
Nitin Gadkari lays foundation stone of 11 projects for Yamuna rejuvenation
• Union Minister Nitin Gadkari laid the foundation stone of 11 projects for Yamuna Rejuvenation under Namami Gange Programme in New Delhi.
• Most of the projects are for the sewerage infrastructure and are at various stages of implementation.
• These projects under Yamuna Action Plan III are located in three drainage zones namely Kondli, Rithala and Okhla in Delhi.
Niti Aayog releases second Delta Ranking of Aspirational districts
• Niti Aayog CEO Amitabh Kant today released the Second Delta Ranking of the Aspirational Districts Programme. The ranking details the incremental progress achieved by the districts during June to October this year across six key development sectors.
• Virudhunagar district in Tamil Nadu has shown the most improvement overall, followed by Nuapada district in Odisha, Siddarthnagar in Uttar Pradesh, Bihar's Aurangabad and Koraput in Odisha. These districts have championed the development narrative in fundamental parameters of social progress.
• Nagaland's Kiphire district, Jharkhand's Giridih, Chatra in Jharkhand, Hailakandi in Assam, and Pakur in Jharkhand have shown least improvement.
• The districts have been ranked in a transparent basis on parameters across various performance indicators like Health and Nutrition, Education, Skill Development and Basic Infrastructure among others.
• The rankings are based on the data that is publicly available through the Champions of Change Dashboard, which includes data entered on a real-time basis at the district level.
• The Aspirational District Programme was launched by Prime Minister Narendra Modi in January this year with the aim to rapidly transform the districts that have shown relatively lesser progress in key social areas.

Bimal Jalan to head six-member panel on RBI’s economic capital framework
• The Reserve Bank of India (RBI), in consultation with the government, has set up a six-member committee to review the economic capital framework of the central bank.
• Former RBI Governor Bimal Jalan will be the committee’s chairman and former Deputy Governor Rakesh Mohan deputy chairman.
• The other members are Economic Affairs Secretary Subash Chandra Garg, RBI Deputy Governor N.S. Vishwanathan and two board members of the RBI — Bharat Doshi and Sudhir Mankad.
• Dr. Jalan was the Governor of the RBI between November 1997 and September 2003.
• The committee would submit its report within 90 days from the date of its first meeting, the RBI said in a statement on Wednesday.
• The terms of reference of the committee would be to review status, need and justification of various provisions, reserves and buffers presently provided for by the RBI, keeping in mind ‘public policy mandate of the RBI, including financial stability considerations.’
• The committee will also review best practices followed by the central banks globally in making assessment and provisions for risks, to which central bank balance sheets are subjected.
RBI launches survey to capture retail payment habits in 6 cities
• The Reserve Bank of India (RBI) will capture payment habits of individuals in six cities, including four metropolitan towns. For the purpose, the central bank has launched a 'Survey on Retail Payment Habits of Individuals (SRPHi)'.
• the survey will cover a sample of 6,000 individuals from various socio-economic backgrounds across six cities including Mumbai, Delhi, Kolkata, Chennai, Bengaluru and Guwahati.
• The survey seeks qualitative responses from individuals on their payment habits. The findings may provide some idea about awareness and usage habits of digital payment products.
• The central bank further said that Sigma Research & Consulting Pvt Ltd has been engaged to conduct the fieldwork of the survey on behalf of the RBI.

UAE resumes Damascus embassy in Syria after 6 years of suspension
• United Arab Emirates has resumed its diplomatic service at Damascus in Syria after six years of suspension signaling a thaw in the relations between the two countries, as also with the Arab world.
• The Charge d'Affaires of the UAE Embassy began discharging his duty yesterday.
• This move will also prevent the dangers of regional interference in Syrian affairs.
• UAE had closed its Embassy in the early years of the Syrian conflict.

• Former Australia captain Ricky Ponting was formally inducted into the ICC Cricket Hall of Fame
• To mark the occasion, Ponting received his commemorative cap from compatriot ICC Cricket Hall of Famer, Glenn McGrath, during the tea break on the opening day of the third Test against India at the MCG.
• Ponting was named in the ICC Cricket Hall of Fame along with former India captain Rahul Dravid and England woman wicketkeeper-batter Claire Taylor during the ICC Annual Conference in Dublin in July.

Colin O’Brady - first person to complete a solo trek across Antarctica
• An American adventurer has become the first person to complete a solo trek across Antarctica without assistance of any kind.
• Colin O’Brady, 33, took 54 days to complete the nearly 1,600 km journey, crossing the frozen continent from coast to coast.
• Mr. O’Brady and an Englishman, Louis Rudd, 49, set off individually on November 3 from Union Glacier in a bid to be the first to complete a solo, unassisted crossing of Antarctica.
• His voyage was tracked by GPS, and live updates of the trip were provided daily on his website colinobrady.com
• In 1996-97, a Norwegian polar explorer, Borge Ousland, made the first solo crossing of Antarctica but he was wind-aided by kites on his voyage.

लोकसभा ने तीन तलाक विधेयक को पारित कर दिया
• लोकसभा ने बहस के बाद गुरुवार को मुस्लिम महिला (विवाह पर अधिकारों का संरक्षण) विधेयक, 2018 पारित किया।
• मुसलमानों के बीच तीन तलाक को दंडनीय अपराध बनाने के लिए विधेयक 17 दिसंबर को लोकसभा में पेश किया गया था, यह सितंबर में जारी अध्यादेश को बदलने के लिए विधेयक लाया गया था ।
• प्रस्तावित कानून के तहत, तत्काल तीन तालाक देना अवैध और शून्य होगा, और पति के लिए तीन साल की जेल अवधि को आकर्षित करेगा। हालिया बिल लोकसभा में पारित परन्तु राज्यसभा में लंबित पहले के बिल को बदलने के लिए लाया गया है |
एनआरसी को अद्यतन करने के लिए केंद्र ने समय सीमा बढ़ाया
• केंद्र ने 30 जून तक असम में राष्ट्रीय नागरिक रजिस्टर (NRC) को अद्यतन करने के लिए चल रही कवायद को पूरा करने के लिए छह महीने का समय दिया है।
• एक अधिसूचना में, भारत के रजिस्ट्रार जनरल सैलेश ने कहा कि NRC असम के निवासियों की एक सूची है और यह 31 दिसंबर, 2018 की निर्दिष्ट तारीख के भीतर पूरा नहीं किया जा सकता है।

• अधिकांश परियोजनाएं सीवरेज के बुनियादी ढांचे के लिए हैं और कार्यान्वयन के विभिन्न चरणों में हैं।
• यमुना एक्शन प्लान III के तहत ये परियोजनाएँ दिल्ली के कोंडली, रिठाला और ओखला नामक तीन जल निकासी क्षेत्रों में स्थित हैं।
नीति आयोग ने एस्पिरेशनल जिलों की दूसरी डेल्टा रैंकिंग जारी की
• नीति आयोग के सीईओ अमिताभ कांत ने आज एस्पिरेशनल डिस्ट्रिक्ट्स प्रोग्राम की दूसरी डेल्टा रैंकिंग जारी की। रैंकिंग छह प्रमुख विकास क्षेत्रों में इस साल जून से अक्टूबर के दौरान जिलों द्वारा प्राप्त वृद्धिशील प्रगति का विवरण देती है।
• तमिलनाडु में विरुधुनगर जिले ने समग्र रूप से सबसे अधिक सुधार दिखाया है, इसके बाद ओडिशा में नुआपाड़ा जिला, उत्तर प्रदेश में सिद्दार्थनगर, बिहार के औरंगाबाद और ओडिशा में कोरापुट शामिल हैं। इन जिलों ने सामाजिक प्रगति के बुनियादी मानकों में विकास कथा को चैंपियन बनाया है।
• नागालैंड के किफिर जिले, झारखंड के गिरिडीह, झारखंड के चतरा, असम के हैलाकांडी और झारखंड के पाकुड़ में कम से कम सुधार हुआ है।

• भारतीय रिज़र्व बैंक (RBI) ने, सरकार के परामर्श से, केंद्रीय बैंक के आर्थिक पूंजी ढांचे की समीक्षा के लिए एक छह-सदस्यीय समिति का गठन किया है।
• भारतीय रिजर्व बैंक के पूर्व गवर्नर बिमल जालान समिति के अध्यक्ष और पूर्व उप राज्यपाल राकेश मोहन उपाध्यक्ष होंगे।
• अन्य सदस्य आर्थिक मामलों के सचिव सुभाष चंद्र गर्ग, आरबीआई के डिप्टी गवर्नर एन.एस. विश्वनाथन और आरबीआई के दो बोर्ड सदस्य - भारत दोशी और सुधीर मांकड़।
• डॉ. जालान नवंबर 1997 और सितंबर 2003 के बीच आरबीआई के गवर्नर थे।
• समिति अपनी पहली बैठक की तारीख से 90 दिनों के भीतर अपनी रिपोर्ट प्रस्तुत करेगी, आरबीआई ने बुधवार को एक बयान में कहा।
• समिति के संदर्भ की शर्तें आरबीआई द्वारा वर्तमान में आरबीआई के लिए उपलब्ध कराए गए विभिन्न प्रावधानों, भंडारों और बफ़रों की स्थिति, आवश्यकता और औचित्य की समीक्षा करने के लिए होगी, जिसमें वित्तीय स्थिरता संबंधी विचार-विमर्श सहित RBI की सार्वजनिक नीति के जनादेश को ध्यान में रखा जाएगा।
• समिति जोखिमों के लिए मूल्यांकन और प्रावधान करने के लिए वैश्विक रूप से केंद्रीय बैंकों द्वारा पीछा की जाने वाली सर्वोत्तम प्रथाओं की समीक्षा करेगी, जिसमें केंद्रीय बैंक की बैलेंस शीट होती है।
