According to the passage, the second last line clearly states that, 'This is because of the paradoxical situation of the Indian economy'. The statement means that each of the states, of poverty and the economy are related and depend a lot on each other.
The meaning of the other sentence referred by you, as quoted 'Although there was the Global Economic Crisis, India was not as affected by it as was the USA and other European countries' means that India was not affected by the Global Economic crisis as much as the countries like the US and Europe.
