Relationship is (2x + 3) : x

x = 4

(2 x 4 + 3) : 4

11 : 4

(2x + 3) : x

2x + 3 = 15 

2x = 15 -3 

2x = 12

X = 6

Given logic is right.
1st ratio is 9:3

3*2+3=9

2nd ratio is 15:x

x*2+3=15
2x=12
x=6
