No. The Chairman by Parliamentary Convention is the Leader of the Opposition. Because the speaker will be of the ruling party, thus to keep a Chairman a member of the ruling party will defeat the purpose of the Committee. Earlier it was the Leader of the House who was given the Chairmanship, but since the 60s, the Parliamentary Convention has been that the Leader of Opposition will be the Chairman. This is done to have a full-scale scrutiny of how the Government is spending the public funds.
