The rules framed under the Government of India Act of 1919 authorised the Governor-General-in-Council) to constitute such committees at the centre and provincial levels to examine the accounts of the government and to point out irregularities if any. It means that the basic function of the committees had been to ensure that the expenditure had been incurred for the intended purposes as authorised by the authority concerned. Mallikarjun Kharge is the current chairman of PAC Public Accounts Committee of Parliament.
