@Knowledge Expert The question asked was the most important food in which state. You saw it as millet's production is highest in which state. Instead you should have seen it as among all the food types in a state, which state has millet as the highest production. If you have bought 10 bmw and 5 merc, bmw is important for you and if I have bought 2 bmw and 4 merc, merc is important for me. Doesn't matter if I have 4 merc and you have 5 merc. Compare all the food types within a state to find out which food is important for that state.
