US designates India as Major Defence Partner
India on 8 December 2016 was formally designated as a ‘Major Defence Partner’ of the United States. It was announced in the India-US joint statement on US Secretary of Defence Ashton Carter’s visit to New Delhi.
● Indian Defence Minister Manohar Parrikar had invited US Secretary of Defense Ashton Carter to India. It marked the seventh interaction between the two leaders.
● The designation is a status unique to India and institutionalizes the progress made to facilitate defence trade and technology sharing with India to a level at par with that of the United States’ closest allies and partners.
● The designation also ensures enduring cooperation in future.
● However, the two sides, in the joint statement, did not specify details of the benefits that will accrue to India under the designation.
● India’s Major Defense Partner status has been made a part of the India Amendment in the National Defense Authorization Act, 2017 (NDAA), approved by the US Congress to allocate funds annually to the US military.
● This Bill is expected to be passed shortly, which will put a official stamp on India’s status.
रक्षा मंत्री मनोहर पर्रिकर और अमेरिका के निवर्तमान रक्षा मंत्री एश्टन कार्टर ने भारत को ‘बड़े रक्षा साझेदार’ मनोनीत करने हेतु समझौता किया. इस समझौता से उच्च स्तरीय अमेरिकी रक्षा प्रौद्योगिकी को साझा करने और त्वरित सहयोग में मदद मिले सकेगी.
● लाइसेंसिंग नियमों को भी अंतिम रूप प्रदान किया गया. इसको अंतिम रूप नई दिल्ली के साउथ ब्लॉक में दिया गया. इससे द्विपक्षीय सुरक्षा सहयोग को मजबूती मिलेगी.
● इस विषय पर परिकर और कार्टर के मध्य यह सातवां विचार विमर्श है. दोनों नेताओं ने क्षेत्रीय मसलों और एशिया प्रशांत क्षेत्र में विकास के मुद्दों पर अपने विचारों का आदान-प्रदान किया.
● दोनों देशों ने आतंकवाद विरोधी द्विपक्षीय सहयोग को मजबूत बनाने और जारी रखने पर सहमति भी जताई.
● आतंकी समूहों को किसी राष्ट्र से कोई संरक्षण न मिले इसके लिए कार्य योजना सुनिश्चित करने घोषणा की.
● अमेरिकी कांग्रेस समिति ने 30 नवंबर 2016 को कार्टर और विदेश मंत्री से कहा था कि वे भारत को अमेरिका के बड़े रक्षा साझेदार के तौर पर स्वीकार्यता देने हेतु आवश्यक कार्यवाही करें.
● इस विधेयक को अमेरिकी कांग्रेस के दोनों सदनों में पारित किया जाना है.
● बाद में अमेरिकी राष्ट्रपति बराक ओबामा इस पर हस्ताक्षर करेंगे. इसके बाद यह कानून के रूप में काम करेगा.
● अमेरिकी संसद कांग्रेस की रिपोर्ट में 3000 से अधिक पन्नों के उल्लिखित प्रावधान के अनुसार भारत के सन्दर्भ में 618 अरब डॉलर के बजट वाले राष्ट्रीय रक्षा प्राधिकार विधेयक (एनडीएए) पर कार्य किया जा रहा है.
